Do "skin tags" grow back after removed?

not the same one, easy to remove, don't take my advice, but I usually just put a hemostat on it and yank if its small, a pliers would work, if its longer tie a string around the very base, strangulate it with a knot and just wait for it to fall off.
The only thing that bothers me about skin tags are people who leave them on when there so simple to remove.
