My son has dry itchy skin on his hands. What can it be?

He has these tiny, very itchy blisters that come and go on his hands. He has very sensitive skin and tends to get rashes sometimes but this is extreme. He has Autism and tends to wash his hands a LOT. He has an aversion to lotions but his doc told us to use cortisone cream on it. (He didn't look at the rash we spoke on the phone.) The cortisone seems to help some but as soon as we stop the bumps come back.

My Yorkie has a skin rash, the vet has tried every kind of dog food. Currently he is on a wheat and corn free diet. Could it be he is allergic to his heart worm tablet or to the tube of flea medications i use? The vet gave him a steroid shot and he was sick for three day's wouldn't eat nor play. His skin didn't get any better

I go t a pneumonia vaccine about a month ago and with it a rash fever and swelling. i was observing my arm when i noticed a small patch, quarter sized, was a little lighter than the skin around it. Is this normal?
